Hinting at such a possibility, a senior railway ministry official said in New Delhi on Thursday that a Japanese consortium has bagged the contract for a pre-feasibility study for running a bullet train on the Hyderabad-Vijayawada-Chennai corridor.

If it works out, at a speed of 300 km per hour, the train will cover the 664 km distance between Hyderabad and Chennai in just little over two hours. South Central Railway (SCR) officials became jubilant over such a development, though they indicated that they are still awaiting the details of the project. "Besides reducing the travel time between the two cities by almost 12 hours, the bullet train will transform the economy of the region as well as greatly contribute to the economic growth of both Hyderabad and Chennai," SCR chief PRO K Sambasiva Rao told TOI.

Japan External Trade Organisation (Jetro) and Oriental Consultancy along with Parsons Brinkhoff India has bagged the contract to conduct the pre-feasibility study on the proposed route for running the high speed train, a senior Railway Ministry official said.

Japan's high speed trains Shinkansen operate at a speed of up to 300 km per hour and are known for their punctuality, comfort, safety and efficiency. The consortium will submit the report in seven months. The study is expected to cost the railways about Rs 3. 5 crore. There were 13 bidders for the high speed rail project.

In order to expedite the bullet train project, Railways is in the process of constituting the National High Speed Rail Authority on the lines of the National Highways Authority.

According to an estimate, it will cost about Rs 100 crore to construct a one-km dedicated high speed corridor. As per the preliminary report, ridership revenues would be able to cover the operating cost of the project. State governments and financial institutions are expected to be stakeholders of the high speed rail corridor project as these projects will be executed through PPP mode.

Six-hr power cut likely this summer

HYDERABAD: The power crisis gripping the state is set to worsen further with domestic consumers in the Greater Hyderabad region slated to be subjected to as much as six-hour power cuts daily this coming summer.

"The power supply situation is very grim as the demand has reached new heights. The situation in the coming months is going to be even more critical," APTransco chairman and managing director Ajay Jain told TOI on Thursday.

Transco sources said the demand forecast as estimated by the department has indicated a shortage of 20 to 40% in the coming months starting January 2012. "As a result, all categories of consumers have to get ready for more power cuts from January itself. We have already informed the industrial consumers that they should be prepared for a 20% power cut from January, which will rise to 40% in March and 30% in May," sources said, clearly implying that it is the worsening power crisis rather than the Telangana agitation that will further trigger the flight of industrial units from the state. Already, several industrial units across the state have either suspended the night shifts or are closing down due to the massive power cuts ranging from 2 days to 3 days per week.

At present, the Greater Hyderabad region is experiencing daily power cuts ranging from two to three hours, while the situation is even worse in other parts of the state. The shortfall at present is around 1,300 MW daily. "Come January, the rabi season will begin and the demand from the farm sector is expected to peak in February and March 2012. With the free power being doled out to farmers accounting for almost 40% of the total consumption, the domestic and industrial consumers will be the worst hit as the summer peaks," said the sources.

For the full fiscal year it grew 8.5 per cent, and the central bank said growth of around 8 per cent was likely for the current fiscal year.

"The emerging growth risks are likely to be factored in the policy reaction," the central bank said.

The RBI warned of near-term upside risks to inflation, and said even near-normal summer monsoon rains may not ease food prices because of a rise in government-set minimum food prices.

High levels of capacity utilisation, rising wages, and the prospect that electricity prices will increase could add to inflationary pressure, it said.

"There are upside risks to inflation from still-incomplete pass-through of global commodity prices, downward stickiness of food prices, recent revisions in minimum support prices and evidence of wage price spiral," the central bank wrote.

RBI has been one of the most aggressive in tightening policy over the last year and stepped up its fight against stubbornly high inflation in May, raising interest rates by a bigger-than-expected 50 basis points and vowing to battle price pressures even at the cost of some economic growth.

All 23 analysts in a Reuters poll last week expect the RBI to raise rates by 25 basis points on Tuesday, although 9 of them expect a pause in the tightening cycle after July amid signs of slowing domestic growth and global uncertainty.

"At the outset, it is hawkish. RBI is going to hike by 25 bps tomorrow and show a hawkish bias," Kumar Rachapudi, Singapore-based fixed income strategist at Barclays Capital, said after Monday's RBI report.

Since March 2010, the RBI has raised the repo rate by a total of 275 basis points to 7.50 per cent.

However, inflation remains well above the RBI's March 2012 projection of 6 per cent.

"Monetary policy will have to preserve the broad thrust on tight monetary stance till there is credible evidence of inflation trending close to a level within the Reserve Bank's comfort zone," the report said.

The RBI's comfort zone for inflation is 4.0-4.5 per cent.

The others were at the Zaveri Bazaar, which is a famed jewelry market, and the busy business district of Opera House, both in southern Mumbai and several miles (kilometers) apart, police said.

All three blasts happened from 6:50pm. to 7pm., when all the neighborhoods would have been packed with office workers and commuters.

The 2008 attack killed 166 people and was blamed on Pakistan-based militant groups. Tensions escalated between the countries and peace talks were suspended. The talks recently resumed.

Soon after Wednesday's blasts were reported, Pakistan's government expressed distress on the loss of lives and injuries.

The blasts would mark the first major attack on Mumbai since the November 2008 violence, when 10 terrorists laid siege to the city for 60 hours, targeting two luxury hotels, a Jewish center and a busy train station. There was no immediate indication that Wednesday's blasts were part of a prolonged siege.

Mumbai has been on edge since then. In December, authorities deployed extra police on city streets after receiving intelligence that a Pakistan-based militant group was planning an attack over New Year's weekend. Police conducted house-to-house searches in some neighborhoods for four men who authorities believe entered the city to carry out a terrorist attack, and computer-aided photographs of the four suspects were released.

In March 2010, Mumbai police said they prevented a major terrorist strike after they arrested two Indian men, who, police said, were preparing to hit several targets in the city. Then in September, police issued a terror alert for the city during a popular Hindu festival.

Silver gives 46% returns in 3 months, gold just 6%

As silver touched Rs 58,880 a kg in Nagpur and Rs 60,000 in Mumbai, this poor cousin of gold has seen a 46% rise in the value since January. Returns on the yellow metal on the other hand have been almost stagnant during the same period.

This is despite the fact that gold touched another all-time high of $1473 in the global market on Friday with the previous high just a couple of days ago. Silver being quoted $40.31 an ounce is still $10 away from the all-time high achieved in the 1980s. Gold's high did not make much impact in domestic market on account of a stronger rupee which offset the increase in dollar prices. Silver prices on the other hand took bigger leaps overcoming even the strong rupee factor, analysts said.

Silver prices moved in the range of Rs 41,000 to 46,000 in the month of January. These have now reached Rs 60,000 level. Somebody who purchased silver in January would have gained anywhere between 46% to 30% in just three months. Gold on the other hand was Rs 19,900 to Rs 21,200 in January and is now at Rs 21,300 a tola (per 10 grams). This is a gain of 6% to 0.47%. In the international market, gold was around $1360 an ounce in January and has now touched $1473 growing by 8%. Silver rates have jumped by 60% from $25 an ounce to $40 now.

Gold prices grew fuelled by a weakening greenback against Euro as well as international crises like that in Libya and Egypt. Silver prices, which follow gold too, are being further strengthened by a substantial industrial demand. Sizable purchases by industries that expect a further rise are causing the steep rise, said Nitin Khandelwal, a wholesaler from Akola.

Nilesh Rathi of SMS Bhav, a bullion rate information agency, feels now speculation is fuelling the silver prices. The prices have long reached a peak if only fundamentals are considered. There is no reason for such sharp increases within a few days unless there is heavy speculative buying, he says. The phenomenon has led to a massive increase in buying of silver bars for investment, say sources in business. However, there have been mixed reports on the demand for ornaments or silver utensils and gift articles.

The HC order immediately led to apprehensions amongst the employees about the ability of the company to pay salaries at the month-end, but Mahindra Satyam chairman Vineet Nayyar told TOI that the company had enough liquid cash. Later, an internal mail was also circulated by the HR department to allay these apprehensions.
The order was issued by a bench comprising Justice V V S Rao and Justice Ramesh Ranganathan, while hearing a petition filed by Mahindra Satyam challenging the I-T department’s tax demand of Rs 616.54 crore and the attachment of its bank accounts. The matter was posted for further hearing to March 30.
Mahindra Satyam (MSAT) has been refusing to cough up Rs 616.54 crors tax, arguing that these claims pertain to the 2002-03 to 2007-08 period when Ramalinga Raju was cooking the company’s books and were based on “fictitious and non-existent income”.
The HC order came despite pleas by Mahindra Satyam’s counsel that the attachment of bank accounts by the I-T department freezing an amount of Rs 1,300 crore was unfair as the tax demand was only for Rs 616.54 crore. “This is unfair. What is more disturbing is that the taxmen had attached our bank accounts by issuing as many as 26 garnishee orders,” a senior MSAT counsel, S Ganesh, told the court.
A garnishee order makes it mandatory for the banker to pay the demanded money lying in the company’s accounts to the I-T sleuths.
“When the I-T sleuths were trying to take away our money from the bank even during the pendency of the case, we had to struggle to restrain them. It was only when we insisted that they give a written statement that they would withdraw money despite the pending court matter that they backed out,” the counsel said.
He also pleaded with the court to allow the company to segregate the Rs 616.54 crore demanded by the taxmen into a separate account that could remain frozen till the matter was settled. In response to the MSAT counsel’s pleas, Justice VVS Rao said: “You can do anything but you cannot give up your genes and birth marks”, in reference to Satyam’s dubious past.
Meanwhile, talking about salary payouts, Nayyar told TOI that “salaries are not and will not be an issue. We have more than enough money to pay salaries.”
The scam-hit IT company, which had over 50,000 employees when the scam broke in January 2009, had a total headcount of 28,832 as of December 31, 2010, and incurred an employee cost of Rs 831.3 crore during the October-December 2010 period.
