Three drug peddlers arrested

<b><span id="ctl00_ContentPlaceHolder1_lblDetailNews1">HYDERABAD: In yet  another major catch, city police arrested three drug peddlers and seized  900 grams of pyschotropic substances from them. The materials seized  are used to prepare party drugs like cocaine and heroin, police said.This  is the seventh drug racket busted in the city in the last four months,  police said adding the pyschotopic material seized was in its raw form.  “It is used to prepare various party drugs like cocaine, heroin among  others. The samples were sent to the Forensic Sciences Laboratory and it  was confirmed they are pyschotropic substances,” they added.According  to West Zone deputy commissioner of police Stephen Ravindra, Jubilee  Hills police got specific information that three persons were trying to  sell pyschotropic substances in the city and laid a trap for them.Through  an informant, police contacted one of the accused, Shaik Yahiya, and  fixed a deal with him to purchase 900 gm of pyschotropic substances for  `14 lakh.When Yahiya and his associates came near SVM Mall on  Jubilee Hills road no 36, they were arrested. Apart from Yahiya Khan of  Nalgonda, two others, T Santosh Kumar of Ramanthapur and V Mahesh Goud  of Vanasthalipuram were also nabbed.Police said they bought the  pyschotropic substance from their common friend, Ram Babu, a BSc  (Nursing) student in Visakhapatnam. “We came to know that Ram Babu  brought the material through one Mobin of Kerala.We are trying to  ascertain whether there is any gang involved in manufacturing of  cocaine and other narcotics in the city,” Stephen Ravindra said.The  DCP also said police would keep a close vigil on parties ahead of the  New Year and also on DJ's coming to the city to perform. “We will verify  their antecedents. Similarly, city police asked their Cyberabad  counterparts to step up vigil and friskings at pubs and parties,” he  added and claimed police had received information that several  partyanimals were planning to go to either Goa or Bangalore for the New  Year with the police intensifying their vigil here.  A  special team of the Central Crime Station (CCS) is pursuing the cases  related to drug seizures and arrests by the city police. The cases are  in various stages of trial and all the accused, except in the case of  film star Ravi Teja's brothers, are still in judicial remand.More  than one kg cocaine and other narcotic substances were recovered from  peddlers in the past four months and foreign nationals were also caught.</span></b>

<b><span id="ctl00_ContentPlaceHolder1_lblDetailNews1">HYDERABAD: Thre  farmers, including a minor, from Visakhapatnam district were caught at  the Mahatma Gandhi bus station (MGBS) on Monday while transporting ganja  from an Agency area to the city and 33 kilo of the contraband was  recovered from them. Police said the trio were hired to transport ganja  by another person.The nabbed included P Sanyasi Rao, K Laxmaiah  (both 19 years) and a 15-year-old boy, all hailing from Erram Bomili  panchayat in Chintapalli mandal of Visakhapatnam district. According to  Additional deputy commissioner of police (Task Force) M Sreenivas, a  farmer, Bujji Babu of Kutupusingi village of the same mandal, approached  the trio and asked them to transport to ganja to Hyderabad offering  them good remuneration.“Bujji Babu told the trio that he would  pack the ganja in parcels of 10 kilos each and keep them in luggage bags  and asked the trio to carry them in RTC buses from Chintapalli.He  assured them that he would follow the bus in another vehicle and take  the ganja bags in Hyderabad. Bujji Babu offered Rs 2,000 for every  trip,’’ Sreenivas said.</span></b>

Over 200 schools under the aegis of Recognised Schools Management's  Association joined hands to submit the petition to the government on  Saturday. A copy was also given to the  Telangana Rashtra Samithi (TRS). <br />
<br />
While the association is also planning to file a Public Interest  Litigation (PIL) in the HC by the end of this month, Cardinal Gracious  High School, Ramanthpur, owned by schools association secretary Srinivas  Reddy, has decided to approach the court on Tuesday. <span><br />

Lawyers' strike cripples courts in Seemandhra

<div><div style="background-color: transparent; border: medium none; color: black; overflow: hidden; text-align: left; text-decoration: none;"><b>VIJAYAWADA:  With no initiative from the government to end the impasse in the courts  in Andhra and Rayalaseema regions where advocates have been on a  warpath demanding separate High Court benches, work in the lower courts  has virtually come to a grinding halt and cases are piling up. <br />
<br />
The strike, which has entered the 50th day in Vijayawada and over two  months in Guntur and other coastal districts, is causing great  inconvenience to the litigants. Though the advocates had led sustained  agitations in the past (more than 133 days in 1993 and over 100 days in  later years), they were forced to withdraw the stir as powerful  communities played spoilsport by forcing the government not to grant  separate benches. <br />
<br />
With a majority of the litigations reaching the HC from  cash-rich areas of coastal Andhra, the influential lobby in  Hyderabad  strongly resisted the formation of separate benches in the past so as  not to lose the moolah. But this time, the situation is different what  with violent protests by T-lawyers rocking the High Court proceedings. <br />

Sources said more than 300 lower and district level courts in all 13  districts have stopped transacting business, including trials in  criminal cases. "It is not a big issue compared to a large number of  cases pending in the HC in Hyderabad," said senior advocate Arekakuti  Sanjeeva Reddy. <br />
<br />
He said the trial proceedings in a majority of  coastal and Rayalaseema districts are much ahead of schedule where cases  of 2009-10 have come up for hearing. "The situation in several  Telangana districts is worrisome as even cases pertaining to 2007 have  not been taken up till now," he revealed. <br />
<br />
Finding fault with  the government for throwing the blame on the HC and the Centre,  constitutional experts said creation of a separate HC bench was the sole  discretion of the state. "The state cabinet should first pass a  resolution on setting up of a separate bench at a particular place and  send it to the HC chief justice for his opinion. After getting the CJ's  opinion, the state should forward it to the Centre for a formal  ratification," explained senior lawyer N Rammohana Rao. <br />
<br />
As per  Article 214 of the constitution, formation of high courts and benches is  in the domain of the state and not Centre. Section 51 of 1956 SRC Act  deals with new states, new high courts, permanent benches/circuit or  temporary benches. "It clearly states that the state government could  set up as many benches as it can depending on the need in consultation  with the High Court," another lawyer elaborated. <br />
<br />
Curiously, all  the southern states except Andhra Pradesh have one or more HC benches.  While Tamil Nadu has a separate bench at Madurai, Karnataka has one  regular bench at Gulbarga and transit bench at Devanagere. Recently, the  CPM government in Kerala has also decided to set up a second bench,  besides the one at Ernakulam. <br />

While the advocates decided to  continue their agitation till they achieve their demand, law minister  Mopidevi Venkataramana wanted them to wait till the Srikrishna Committee  submits its report. "We are sympathetic to their demand. Creation of a  separate bench is not a big issue for the government. But we have to  figure out sensitive issues before taking the final call," he said. <br />

This time around, the bar associations are also split with the demand  for separate benches in north coastal, central coastal and Rayalaseema  regions growing unlike in the past when the demand was only for a bench  between Guntur-Vijayawada. "Setting up a bench in itself is a huge  burden on the exchequer. So, grant of more benches is highly  impossible," a legal luminary not wanting to be named averred. <br />

<b><span class="EnglishContent">Hyderabad, Nov 23 (INN):  Revenue Minister  Dharmana Prasada Rao on Tuesday repeated his appeal to the leaders of  JAC of Government Employees and Teachers to suspend their agitation and  facilitate talks so that their demands are solved in a peaceful and  democratic fashion. Addressing a press conference at the Secretariat, Mr  Prasada Rao informed that discussions were held earlier but there was  no solution in sight due to their adamant attitude. Replying to a  question that the police denied permission for 'Chalo Hyderabad', Mr  Prasada Rao replied that the government's idea was to help ensure smooth  flow of traffic for the convenience of the people.<br />

He stated that the police did not block the JAC staff. The minister  clarified that the police was only trying to facilitate free movement  and free flow of traffic on the roads. The government always favoured a  peaceful and democratic process to discuss the issue and arrive at a  decision. 'The government's doors are always open,' Mr Prasada Rao said.<br />
<br />
Replying to another question, he stated that an appropriate occasion  should arise for holding talks in a conducive atmosphere. Stating that a  decision on their demands cannot be taken abruptly, the Minister made  it clear that the government would hold discussions on the possibilities  and certain impediments coming in the way, with the authorities  concerned.<br />
<br />
Earlier, Mr Prasada Rao informed that the district Collectors'  conference would be held in the city on November 26 and 27 at Jubilee  Hall. Chief Minister K Rosaiah will have a one-to-one meeting with the  district Collectors and SPs. Mr Rosaiah will review the situation  particularly in the cyclone-hit areas. The meeting assumes significance  in view of the damage to the crop and infrastructure caused in the  flood-hit districts as the earlier meeting scheduled for November 12 and  13 was postponed.<br />
<br />
The Chief Minister will issue instructions to the Collectors on the  modalities to be taken and measures to be adopted in respect of farm  production, PDS procurement, unique id number, power supply among  others. Regarding the paddy soiled in the recent floods, the government  is expected to take steps to deal with the FCI for its disposal and the  preparation for the Kharif crop. Others issues, included seasonal  conditions, relief measures being taken, power connections to farmers  etc, law and order, road safety will also be discussed.</span><br />
