Big Money Defeated Congress in MLC Polls: CM

Claiming that money had played a big role in the defeat of Congress candidates in the local body elections of the Legislative Council, chief minister N Kiran Kumar Reddy is rushing to New Delhi on Thursday to explain to the party high command the reasons for the debacle. The ruling party could win only three out of the eight seats it contested in the elections. This was in contrast to the elections to the MLAs segment of the council polls in which the Congress and its allies won all the seven seats they contested. In particular, the chief minister might have to explain the reasons for the defeat in Anantapur, where it was not the Jagan factor but open support extended by former minister J C Diwakar Reddy and his followers to the TDP that ensured the defeat of the Congress in a local body where it has majority support.
Reacting to the results, Kiran Kumar said money had played a major role in the elections and felt the voting system needed a change. He, however, expressed satisfaction at the party’s strength. “The party provid its strength in Kadapa and other districts even though it lost the election because of factors like money and other inducements. The margin we lost was very thin,” the CM said.
When asked about the sabotage by some MLAs like Diwakar Reddy, the CM said the party would look into the issue. He said the party would also look into the reasons from the defeat of three sitting MLCs and take corrective measures.
PCC president D Srinivas admitted that the result of the elections were a deviation from what was expected. Srinivas met the chief minister and had a long chat with him on Wednesday after the results were out. After the meeting with the CM on the assembly premises, Srinivas said the party would ascertain the reasons for the poor performance in the elections. Since the members of the local bodies would demit the office in two months they might have been lured by big money, he said.
Meanwhile, revenue minister N Raghuveera Reddy charged that Diwakar Reddy was a traitor and that the party should initiate disciplinary proceedings against him. “He was openly in league with the Telugu Desam party and worked for the defeat of the Congress candidate,” he said, and added that he would bring this to the notice of the party high command in Delhi.
After the results were announced, supporters of Diwakar Reddy celebrated the victory of TDP candidate by bursting crackers in his native Tadipatri while the former minister’s effigy was burnt in Madakasira, the assembly constituency of Raghuveera Reddy.

Miffed Ministers Still Waiting For Key Portfolios

Hyderabad(IANS) The impasse in the Andhra Pradesh cabinet continued Friday with some ministers who were unhappy with their portfolios refusing to take charge and waiting for Chief Minister Kiran Kumar Reddy to redress their grievances.
A day after showing strong resentment over the way they were treated in the allocation of portfolios, eight senior ministers stayed away from the state secretariat.
Vatti Sanath Kumar, who sent his resignation as minister Wednesday night and stayed away from the maiden cabinet meet Thursday, indicated to his supporters that he might withdraw the resignation after a visit to Delhi. He was unhappy over the tourism portfolio as against the rural development he held earlier.
Only 10 out of 39 ministers who took oath Wednesday have so far assumed office.
Senior ministers, including Dharmana Prasada Rao (roads and buildings), Botsa Satyanarayana (transport), Ponnala Laxmaiah (information technology) J. Krishna Rao (endowments), Kanna Laxminarayana (housing) and Damodar Rajanarasimha (higher education) did not assume office.
Sources close to the ministers said they would do so only after the chief minister re-allocated portfolios in line with the assurance given to them at the cabinet meeting.
Kiran Kumar is reportedly waiting for the appointments by the Congress leadership to the posts of deputy chief minister, speaker and party state president. He is likely to reallocate business among the ministers only after the appointments to these key posts.
Damodar Rajanarasimha and a group of Dalit legislators Thursday voiced their protest over chief minister not naming his deputy.
Other ministers unhappy over what they termed insignificant portfolios complained that social justice had not been done as eight of the 11 key portfolios were given to the Reddy community. They were demanding a fair share to backward classes, the Scheduled Castes and other commnities.
Ministers from Reddy community have been given portfolios like finance, home, major irrigation, panchayat raj, municipal administration, health and power. Two from the backward classes and one from a Scheduled Caste have got major portfolios. In the earlier cabinet, only four ministers from the Reddy community were given key departments.
One legislator has openly expressed her unhappiness over not being inducted in the cabinet and said she would complain to Congress president Sonia Gandhi.
G. Kutulahamma told reporters that justice was not done to her though she was elected to the assembly five times. 'I was not made minister just because I am a woman Dalit leader and I don't have money power,' she said.
Some other legislators who were not inducted and some others who were dropped from the cabinet have openly voiced their dissent.
P. Ramchandra Reddy, who was dropped from the cabinet, even predicted that Kiran Kumar will not last as chief minister beyond March 31.

Kiran Kumar Reddy in MLA Colony, Road No 12, Banjara Hills overnight. In a super-efficient exercise, as Kiran Kumar Reddy took the reigns, the civic body ensured that the ride to the new CM’s house is smooth. The usual reasons cited for the tardiness in repairing the city’s roads — budget constraints, rainy days, inadequate work force — seemed to serendipitously vanish, allowing engineers and contractors to fix the road in just two nights.

Officials have no qualms in admitting that the VIP tag gets work done ASAP. “The approach roads to the CM’s house were part of the overall road repair and re-carpeting works to be taken up in the entire city. We only expedited the work because he is the Chief Minister,” GHMC Chief Engineer Dhan Singh told this correspondent.

Not surprisingly, the rest of the city will have to wait. “It will take two months to fix all the bad roads in the city. We have only 20 contractors and each of them has 15 to 20 work orders. Re-carpeting of all roads cannot be taken up simultaneously because of vehicular traffic issues, so they will take them up gradually,” the Chief Engineer said. And the good news gets diluted even further: the GHMC, in its infinite wisdom, has decided to use a band-aid approach and re-carpet only damaged portions of the road and not the entire stretch causing a patchwork effect.

The GHMC has sanctioned Rs 60 crore for repair and re-carpeting of just 180 km road stretches in the city. Of this, Rs 45 crores worth of work has already been awarded to contractors who claim they have already started the re-carpeting in bits and pieces.

All set for swearing-in of new Andhra cabinet

Governor E.S.L. Narasimhan will administer oath of office and secrecy to the new ministers including a deputy chief minister at Raj Bhavan at 10.13 a.m., the auspicious time set by astrologers.
The cabinet formation has assumed greater significance in view of the resignation of Y.S. Jaganmohan Reddy from the Congress party. Jagan also quit as Member of Parliament nd his mother Vijayalaxmi as member of the assembly to protest the alleged attempts of the Congress leadership to divide their family.

Jagan, son of former chief minister Y.S. Rajasekhara Reddy, accused the party leadership of wooing his uncle Y.S. Vivekananda Reddy with a ministerial post to create fissures in the family.

Vivekananda Reddy, who has decided not to leave the Congress party, Tuesday said he had no information whether he would be inducted into the cabinet or not.
The party has already announced that the deputy chief minister will be from Telangana.
Kiran Kumar Reddy is also likely to go for a small cabinet. Sources in the ruling party said he would gauge the mood of those left out and accommodate in the future cabinet expansion.
Kiran Kumar Reddy is the new CM of AP

Hyderabad, November 24: Kiran Kumar Reddy will be the new Chief Minister of Andhra Pradesh after incumbent K Rosaiah resigned today in a surprise move as the ruling Congress battles dissidence and prepares to tackle the potentially volatile issue of a separate Telangana state. On a day of fast-paced developments, 77-year-old Rosaiah, the stop-gap Chief Minister who took over in the aftermath of Y S Rajasekhara Reddy's death in September last year, resigned citing personal reasons. Hours later, the Congress Legislature Party met and authorised party chief Sonia Gandhi, who named Kiran Reddy, currently Speaker of the Assembly, to succeed Rosaiah.

50-year-old Reddy hails from Rayalaseema region and was elected from Pileru constituency in Chittoor district. After a brief meeting of the CLP, which authorised Gandhi to choose the new Chief Minister, top Congress emissaries Pranab Mukherjee, A K Antony, Veerappa Moily and Ghulam Nabi Azad met and discussed the issue with the Congress President. 'Congress President Smt. Sonia Gandhi has selected Kiran Kumar Reddy as the new leader of the Congress Legislature Party. He will be sworn-in tomorrow by the Governor as the new Chief Minister of Andhra Pradesh,' Mukherjee said in a brief statement.

Out of the 156 Congress MLAs, over 140 MLAs attended today's meeting and they unanimously passed a resolution authorising Sonia Gandhi. At the meeting, a woman MLA Konda Surekha, a supporter of belligerent Congress MP Y S Jaganmohan Reddy, got up to raise the leadership issue but was persuaded not to do so.

Contrary to the reports that appeared in the media, Rosaiah neither offered to step down, nor did the high command ask him to resign to pave away for an efficient leader. There was not even any serious response from the high command on the spate of complaints from the state against Kadapa MP Y S Jaganmohan Reddy for the scandalous report carried by his media house Sakshi against party president Sonia Gandhi and prime minister Dr Manmohan Singh.
So, what did Rosaiah achieve from his hurried visit to Delhi? According to sources, the high command simply asked him not to get unduly worried about Jagan and leave his issue to Madam Sonia. However, the high command wanted Rosaiah to a little more tactful and diplomatic in dealing with sensitive issues like Polavaram and Telangana, rather than losing his cool. As the things stand now, Rosaiah has no immediate threat to his seat.

CM writes to FM, RBI Guv on MFIs

A day after the state government issued an ordinance to rein in micro-finance institutions, the Chief Minister, Mr K. Rosaiah, on Saturday wrote to the Union finance minister, Mr Pranab Mukherjee, and the Reserve Bank of India Governor, Mr Duvvuri Subba Rao, seeking an end to the ambiguity on regulating interest rates charged by the MFIs.

In his letter, Mr Rosaiah pointed out “contradictory statements” made by the RBI and the finance department over state governments regulating the MFIs.

“While the RBI Governor had suggested that the state governments were the best agencies to regulate ‘coercive interest rates’, the secretary of finance department has advised us against regulating the interest rates being charged by the MFIs. Considering that the effective interest rates being charged by the MFIs are ranging from 36 to 54 per cent, there seems to be an urgent need to address this issue,” Mr Rosaiah wrote.

He urged Mr Mukherjee and Mr Rao to issue a clarification on whether the state government had the power to regulate the interest rates charged by MFIs or not.

Mr Rao, who responded to the letter, spoke to the CM over phone and clarified that the RBI was in the process of drafting guidelines on regulating the MFIs.

He told Mr Rosaiah that the RBI had already constituted a sub-committee to prepare the guidelines.

Mr Rosaiah also pointed out that since all MFIs were effectively engaged in money-lending activities and since regulation of money lending activities fell in the state list, the government was of the firm opinion that it could regulate the interest rates on its own.

The CM also reminded Mr Rao of his earlier letter sent on May 5 this year on the issue. “You have admitted in your reply dated July 19, 2010 that the MFIs were resorting to malpractice and that the RBI has commissioned a study by SIDBI on micro-financing. In the meantime, we have witnessed a spate of suicides by the poor, unable to bear the coercion unleashed by the MFIs’ recovery agents. To overcome this, we have issued an Ordinance to check unethical practices of MFIs,” Mr Rosaiah said.

He urged the RBI to issue clear guidelines clarifying about the appropriate agency for regulation of interest rates.

Hussainsagar warnings ignored

Ten years after the proposal to construct flood gates for the Hussainsagar was mooted, it still remains a proposal. Flood management, irrigation and urban development experts say it is dangerous to assume that there will be no floods in the lake, particularly since the change in the rainfall pattern worldwide as well as in the city and state has led to increased precipitation.

Flood gates will help regulate outflow of water whenever there is heavy inflow from the catchment area. The full tank level (FTL) of the lake is 513.41 ft and heavy rains in its catchment area in August and September saw water flowing over the FTL.

However, experts made it clear that the flood gates will not help in improving or fortifying the over 400-year-old lake and its bund, but will mainly prevent inundation of areas up and downstream of the lake. Since these are populated areas - the government having failed to evict encroachments - this is an important consideration.

Eminent irrigation expert, Mr G. Prabhakar, who also heads the Institution of Engineers at the national level, said the 240 sq km catchment of Hussainsagar has wide vulnerability of flooding the lake and areas upstream. should there be heavy rainfall in parts of Ranga Reddy district. The flood gates project was mooted after the residential areas upstream and downstream of the lake were submerged in the devastating floods of 2000 that left a trail of destruction in the city.

“In the wake of climate change resulting in high intensity rains during a short period of time, the flood gates are needed at Hussainsagar. Construction of the gates will be a one-time investment and will help in preventing breaching of the tank and inundation of residential areas upstream and downstream. It is always advisable to have flood gates for a water body like the Hussainsagar as its periphery is encroached upon by residential and commercial buildings,” Mr Prabhakar said.

Hussainsagar does not have flood gates but it has vents on the Hotel Marriot side and also at the GHMC head office building side. When water reaches FTL, it flows out through these vents into the Hussainsagar surplus nala. During heavy rains, the areas downstream of the lake get inundated. And, if the inflows are heavier compared to the discharge capacity of the lake, areas located upstream too will get marooned.

The proposal, therefore, is to construct flood gates at a much lower level than the lake’s FTL of 513.43 ft. The project was estimated to cost `9 crore originally, but will now cost more than `35 crore.

The irrigation and flood management expert, Mr T. Hanumanth Rao, says the flood gates are necessary to protect the lives and properties of families living in the houses that are encroaching along the lake area. Erecting the flood gates — if it ever happens — is not enough. The government must protect the lake area from further encroachments.

Some attempt is being made to limit inflows into the lake. Mr V.L.N. Reddy, executive engineer, HMDA, said the Hussain Lake Cleaning and Improvement project will stop sewage and industrial effluents flowing into the lake and allow only water from storm water drains into the lake. But there will be heavy inflows in the lake during the rainy season and it is always better to have flood gates to better control the water level in the lake.

The construction of the flood gates will require some clever traffic management.

The additional commissioner of police, traffic, Mr C.V. Anand, says Tank Bund is a high traffic density corridor as it connects the new city with the old city. Traffic will have to be diverted at the Hotel Marriot point on Tank Bund.

“From the traffic point of view, it will be a difficult assignment. There are two alternative routes, one via Necklace road and the other via Lower Tank Bund road. A lot of studying and planning will have to be done if traffic has to be stopped on Tank Bund,” he said.

The GHMC engineer-in-chief, Mr Panduranga Rao, says that though the flood gates project has been delayed, the government is now moving swiftly to execute the project.

Pic Caption:
