There is no such thing as a ‘brave rape victim’:News

<span id="DescContent" style="display: block;"><b>- Nandini Krishnan </b><br /><br />Outrage
 breaks out on social and mainstream media every time a newsworthy rape
occurs. Yes, I said 'newsworthy'. Rapes occur all the time, everywhere –
 unimportant rapes, unreported rapes. <br /><br />But some are worthy of the prime time news, of Twitter trends, of Facebook notes, of newspaper reams, of lofty pseudonyms.<br /><br />Some
 rapes will take care of nine o' clock discussions for the rest of the
week. The nation wants to know why its women are not safe. We the people
 want to know what measures will be taken to ensure our protection. The
authorities need to face the nation. We will play devil’s advocate to
every futile solution they offer.<br /><br />Newspaper headlines, inside pages and op-ed pages are sorted. <br /><br />We know what the next several columns will ask – <br /><br />"Is Delhi the rape capital of India?" <br /><br />"Is Mumbai the new rape capital?" <br /><br />"Do cities rape people, or do men rape people?" <br /><br />"Are rapists to blame, or are their parents to blame?" <br /><br />"Should
 we forgive rapists – for they know not what they do, for they are
usually victims of sexual abuse themselves, for they come from broken
families – or hang them?" <br /><br />"Don't rapists feel remorse?" <br /><br />"How dare anyone say rapists should be forgiven?"<br /><br />NGOs
 go into overdrive, composing pointless petitions, and spreading
awareness of their own names along with word of the petitions. <br /><br />Activists
 hold candlelight vigils and protests. Freelance journalists are never
more important than in the weeks after a famous rape. Newspapers and
news channels run campaigns for the safety of women; magazines bring out
 special issues.</span></div>

Government on Wednesday set up a
Commission of Inquiry to identify lapses and fix responsibility in the
gang-rape of 23-year-old girl in Delhi, an issue

that was discussed by the Union Cabinet
with ministers expressing concern over the incident. The one-person
Commission, to be headed by former Delhi High Court judge Justice Usha
Mehra, will also suggest measures to make Delhi and NCR safer for women.
 It will submit within three months its report which will be tabled in
Parliament along with action taken by the government. The decision was
taken at the meeting which was briefed by Home Minister Sushilkumar
Shinde on the December 16 incident that shocked the nation and triggered
 widespread protests. At the meeting, chaired by Prime Minister Manmohan
 Singh, several ministers expressed anguish at the incident and said the
 government should walk the extra mile to ensure recovery of the victim
and instil a sense of safety among women. While announcing the decision
to set up the Commission, Finance Minister P Chidambaram appealed to
public to believe that steps are being taken to find lasting solution to
 the problem that has plagued all metropolitan cities. The Commission
will be in addition to the three-member Committee headed by former Chief
 Justice of India J S Verma which is to suggest amendments in law to
provide for quicker trial and more stringent punishment in aggravated
sexual assault cases amid demands for death penalty. Sharing public
anger over the brutal incident, Chidambaram said it was a matter of
shame that the incident happened in Delhi and the Central government has
 special responsibility. It is a shame. As a man, I feel ashamed. All of
 you here in this room should also feel ashamed. Why do men behave like
this? We acknowledge the public anger and recognise it, Chidambaram said
 at the press conference addressed jointly with Information and
Broadcasting Minister Manish Tewari.<br />On allegations by Delhi Chief
Minister Sheila Dikshit that Delhi Police officers had interfered in the
 process of recording of statement of the rape victim, Chidambaram said
the Home Minister told Cabinet that an internal probe by a senior
officer has been ordered into it. Meanwhile, the statement of the victim
 has been recorded afresh as per the legal procedures. He refused to
comment on the confrontation between Delhi Chief Minister Sheila Dikshit
 and Police Commissioner Neeraj Kumar over developments surrounding
recording of statement of the victim. I don't know what happened at the
recording of statement... We have the word of the Chief Minister and we
have the word of the Commissioner of Police... Please exercise
restraint, wait for a few days till the result of inquiry comes,
Chidambaram said. Asked whether the victim could be taken abroad for
treatment, he said she is not in a condition to move but it all depends
on doctors. Referring to protests witnessed on Rajpath over last few
days, Chidambaram expressed sadness that the life of a constable S C
Tomar had been lost while performing his duty and maintaining law and
order. He said serious criminal charges have been slapped in the case
and the matter is under investigation. To a contention that Tomar had
not died because of violence and there should be independent probe as
police version is suspect, the minister said the post-mortem report had
not yet been shared with the government. He, however, maintained that
the investigation into the death would be done by police only as it is
its right which cannot and should not be taken away. He also expressed
apology if any media person was harassed or beaten up while police was
controlling the protests.<br /></div>

<br />
The strike shut most shops, schools and offices in Srinagar and other major towns of the scenic Muslim-majority area and came after protesters on Friday torched a government vehicle and clashed with police. <br />
<br />
The 25-year-old married woman from the southern district of Kulgam alleged she was abducted and raped by two armymen on Tuesday. <br />
<br />
Kashmiri separatists who called the one-day strike demanded an independent probe by human rights groups or the <a href="http://timesofindia.indiatimes.com/topic/United-Nations">United Nations</a>. <br />
<br />
"It (the alleged rape) has once again exposed the real face of forces and substantiated that they are using rape as weapon of war here," said hardline separatist Syed Ali Geelani. <br />
<br />
The Army said on Friday it was taking the allegations seriously. <br />
<br />
"If there is any truth to the allegations, then it is a criminal act and strict action must be taken," Kashmir valley army chief SA Hasnain told reporters in Srinagar, Kashmir's main city. <br />
<br />
But Hasnain also noted that "terrorists also wear military uniforms" in Kashmir, adding he did not rule out the possibility that rebels disguised as soldiers could have staged the attack to stir public anger against the army. <br />
<br />
In a new twist, the <a href="http://timesofindia.indiatimes.com/topic/Press-Trust-of-India">Press Trust of India</a> said on Saturday that the husband and mother-in-law of the alleged rape victim had told police she was mentally ill and was at home all Tuesday, the day she claimed to have been sexually abused. <br />
<br />
There was no immediate comment from the police on the news agency report. <br />
<br />
The region was hit by massive protests in 2009 over the alleged murder and rape of two women in Shopian district, next to Kulgam. Federal investigators later said the two had drowned in a stream and were never raped. <br />
<br />
Wary of new unrest, police have set up a special team to investigate the latest incident while the Army has also launched its own probe. <br />
<br />
The protests were the first major demonstrations this summer and raised concerns that the region might see a return to the street violence which has rocked the state over the last three years, leaving scores dead. <br />
<br />
A police statement said there were no "marks of violence or resistance" on the alleged rape victim's body. <br />
<br />
State chief minister <a href="http://timesofindia.indiatimes.com/topic/Omar-Abdullah">Omar Abdullah</a> said a identity parade of soldiers would be held, adding that the "guilty won't be spared". </span></b></div>
